Introduction
TIReS provides reporting for FDOT users to evaluate FDOT District performance measures. This guide provides a general functional overview to outline important features, specific report measures, and data sources.
This guide will provide high level overview of the following:
1.0 Report Criteria
TIRes is capable of creating many report types from multiple report options. Users can create reports for a distinct Boundary by Time Period.
1.1 Boundary
Boundaries are distinct areas used to contain and aggregate specific performance measures. Boundaries are limited by your organization. The following boundaries are available within TIReS:
- District
Quantifies all counties and roadways within a FDOT District. - County
Quantifies all roadways within an administrative County boundary. - Routes
Quantifies a collection of road segments determined by the user.
1.2 Time Period
Time period determines the performance measures for a specific range of time. TIReS provides multiple aggregations of time as follows :
- Hourly
Quantifies performance measures in hourly increments for one specific date. - Daily
Quantifies performance measures in daily increments for a three-day date range. - Monthly
Quantifies performance measures in daily increments for one specific month. Monthly reports provide a comparison of the same month previous year (e.g. January 2024 compared to January 2023). - Quarterly
Quantifies performance measures in monthly increments for one specific fiscal Quarter. A quarter is a collection of 3 months (e.g. Q1 2024 is January, February, March 2024). Quarterly reports provide a comparison of the same quarter previous year (e.g. Q1 2024 compared to Q1 2023). - Yearly
Quantifies performance measures in annual increments for one specific year. Yearly reports provide a comparison of the previous year (e.g. 2024 compared to 2023).
2.0 Performance Measures
TIReS provides daily and historic FDOT Performance Measures as a combination of Dashboard Reports, Maps, and Data Tables.
⚠️ NOTE: Performance measures dashboard charts are determined by your selected report criteria. e.g. Route Hourly Report and District Quarterly Report will have a differing and unique set of charts respectively.
2.1 Performance Measure Collections
TIReS organizes performance measures in distinct collections including:
- Speed & Reliability (Sunguide)
Quantifies speed and reliability performance measures derived from Sunguide integrated roadway equipment data. - Speed & Reliability (HERE)
Quantifies speed and reliability performance measures derived from HERE Technologies integrated connected vehicle data. - Incidents
Quantifies traffic event and crash related performance measures derived from Sunguide integrated data.
2.2 Performance Measures
TIReS displays performance measures in collections for viewing in a Dashboard and Map. Selecting a layer will display the performance measure data on the map. The following performance measure are available:
💡Tip: Dashboards display a wider range of performance measure chart visualizations. Not all measures are presented as distinct selectable layers on the map.
Speed & Reliability (Sunguide)
- Average Speed
Quantifies the average speed of observed trips along a road segment. - Average Speed (AM)

- Total Crashes
Quantifies the total sum of reported crashes across a road segment. - Total Fatalities
Quantifies the total sum of reported fatal crashes across a road segment. - Total Serious Injuries
Quantifies the total sum of reported crashes with Serious Injuries across a road segment. - Total Bike Crashes
Quantifies the total sum of reported crashes involving cyclists across a road segment. - Total Pedestrian Crashes

⚠️ NOTE: FDOT CARS Database reporting only available until December 2023. Alternative FDOT approved datasource is in TIReS roadmap for development.
3.0 Analysis Features
TIReS provides data analysis features for users to review performance measures reporting as a Dashboard, Map, and Data Table.

3.1 Layers
When selecting one of the layers, the map will color-code the road links based on the selected performance measure to display values across the entire selected time period. For instance, if a user selects to view data in a quarterly report Q1 2024 and selects the Traffic Speed layer, the colors on the road links will represent the Average Speed across the entire month.
Map Legends
Layers have a corresponding legend to associate color with performance measure value ranges. Each layer has a unique legend.

Map Tooltip
While in the map view users can hover over a road link to highlight it and see some quick statistics within the Tooltip pop-up. The tool tip will show all the performance measure values of the selected layer and will represent the data across the entire selected time period, similar to the color-coded road links.
Map Filters
Users can filter the map layers by available Zone Type and Facility Type.
- Segment
TIReS defaults to reports by Segment. Users can filter by Segment to aggregate metrics by individual segment. - Route
Insights enables users to TIReS aggregate speed and travel time metrics by total segments in the Route.
Filter Map by Facility Type
Users can filter the map layers by Facility Type. For example, when reviewing a District or County Report with multiple routes displayed, users can filter to only display specific roads by Facility type. To filter map layers
- Select the Filter Icon on the Left Side Menu.
- Select or unselect the Facility Type to display only the Facility Types of Interest.

Change Base Maps
Users can change the base map from several base map variations. To change the base map:
- Select the Interactions Icon on the Left Side Menu.
- Select a Base Map from the drop down.
- Toggle options to display or remove labels from the base map. Roads, Road Labels and Buildings are on by default. Users can remove those options from the map.

3.2 Dashboard
TIReS performance measures include a Dashboard report. Users can select View Dashboard from the Map to open the dashboard view.
- Export PDF
Users can select Export as PDF to download or print a PDF formatted file of the dashboard. - Export Map
Users can select Export as Map to download or print a PDF formatted file of the map.
💡Tip: Drag down Dashboard to interact with Map Layers
Users can drag the blue bar down to view the map layers.
- Some charts can interact with the map.
- Users can select the Map Pin icon next to the chart to change the map layer.

3.3 Data Table:
All performance measures are available to view in a data table. Data table enables users to toggle between performance measure sheets and sort available data in the browser.
4.0 Save, Export, and Publish Reports:
TIReS allows users to save, export and publish reports. You can do all of these while viewing a report or in the Workspace.
Save Report
Selecting Save Report will store your report in the Workspace. All saved reports are available to your team and organized by Report Name, Description, Category and Project.
Publish Report
Publishing Report will make the report publicly available on your District's reporting portal. Publishing a report will create a unique link and embed code.
You can share the link to individual reports or the public portal with all reports.
